Garter st 6 rows

Stst 19 rows

Next row: k17, cast off 2sts, k17

Continue to work on last 17sts only:

Row 1: k

Row 2: k

Row 3: k

Row 4: k6, turn, k4, turn, k15

Row 5: k17, turn, k6, turn, k4, turn, k15

Row 6: k

Cast off

Rejoin yarn to other 17sts

Row 1: k

Row 2: k

Row 3: k

Row 4: k15, turn, k4, turn, k6

Row 5: k

Row 6: k15, turn, k4, turn, k6

Row 7: k

Cast off

Sew back seam. 

Variation 

Sew some decoration between the two top parts as seen in this photo. Or leave as is as seen in post from skirt.
